Objectives
 
  1. Identifying the programmes or projects that have been or are being carried out that involve learning for elderly people who have access difficulties due to their geographic location or social economic situation about new technologies.
  2. Setting up a general framework for elderly people to learn about new technologies.
  3. Identification, assessment, reporting and dissemination of good practices for helping the elderly to learn about new technologies in rural municipalities in Europe.
  4. Identifying the abilities and essential skills, as well as didactic tools, to support learning about new technologies aimed at adult citizens.
  5. Promotion to set up a network of rural municipalities in Europe that are carrying out and exchange strategies in helping elderly people with access difficulties learn about new technologies through media environment (web site).
  6. Encouraging actions to ensure project sustainability and development of didactic support tools after it has been completed.
  7. Disseminating the content, tools and products from the project as widely as possible around Europe through media support.

Approach
 
The project will be divided into 4 work packages.
  • WORK PACKAGE I: European framework for digital literacy of the elderly in European rural areas
    The first work package consists of all the activities related to the definition of the European ICT Learning Framework for adults over 50 years of age living in rural areas in Europe.
  • WORK PACKAGE II: New pedagogic methodologies of ICT learning projects for the elderly in rural European areas
    The aim of the second work package is to analyse the depth of those adult-oriented innovating methodologies in new technologies learning that are being developed in the projects previously identified as good practices. Furthermore, the key skills and abilities for the target group of the project will also be identified and compared with a pilot group of 40 adults.
  • WORK PACKAGE III: Website and Distribution
    The third work package will be used to create the project web page, that will be the main communication channel between all the partners in the project as well as the main source of information on its results, and to disseminate the content, tools and products resulting from the project as widely as possible around Europe through media support.
  • WORK PACKAGE IV: Coordination and evaluation
    The fourth work package will be designed for assessing and ensuring suitable communication and coordination between the partners in the project and its subsequent sustainability.

Expected results
 
  • Obtain a European Conceptual Framework of Digital Literacy for the elderly in rural areas in Europe.
  • Identification of good practices for projects and experiences.
  • Identification of new ICT learning methodologies for the elderly in rural areas.
  • Identification of the key skills and abilities required for ICT learning for the elderly.
  • Guide of good practices for ICT learning to elderly in rural areas
  • Edition of a CD-ROM with all previous documents in 5 European languages
  • Design of a web page to enable an interchange of experiences between institutions and various groups interested in ICT learning as well as distribution of all the products and results obtained from the project.
  • Organization of 2 international seminars with debates and speeches by experts and organizations with experience in ICT learning and methodology implementation for the elderly.
  • Organization of 1 International Conference where the conclusions of the project will be explained and the results disseminate on a wide scale.

Co-ordinating organisation
 
The project will be divided into 4 work packages. Each partner will be responsible for carrying out at least one of this work package and all partners will participate in each work package.
Diputació of Barcelona (Co-ordinator) will ensure efficient communication conditions between all the partners, applying monitoring tools, evaluating detailed tasks scheduled in four work packages, as well as controlling the completion dates and the quality of the results, according to the schedule accepted by each partner. In addition, in each international seminar there will be a coordination meeting of all the project partners.
